3. If there IS a difference between “content marketing” and “brand journalism,” who is qualified to execute each one?

If you want journalism, hire a journalist. It really is that simple. But, brand journalism needs to line up with strategic marketing goals to serve its purpose. That means “crossing the aisle” and working together to execute both, as even in a “non-journalistic” content environment, journalists can contribute ideas for effective content.
